A new proposal for the election of bishops

The discussion on the participation of the laity and the clergy in the election of bishops is of interest in the context of revising the provisions in force today, with the aim of restoring normal order and dealing with contemporary problems. The restoration of normal order presupposes its study, and dealing with contemporary problems requires their awareness. This short text was written with these two concerns in mind.
